 Unified Planning Work Program – FY 2008/09 and FY 2009/10

This document outlines transportation planning activities to be accomplished by the Lee County Metropolitan Planning Organization (Lee MPO) during the period of July 1st, 2007 through June 30th, 2008. The Unified Planning Work Program (UPWP) is the instrument for coordinating transportation and comprehensive planning in the area of Lee County and for all of the participating entities.


2030 Long Range Transportation Plan
Adopted: December 7, 2005  Amended: June 15, 2007
This document address the future multimodal transportation needs of the Lee County area.  It is a plan which coordinates and guides the capital improvement programs of the Florida Department of Transportation (FDOT) and its member local governments, as well as recognizes the ongoing maintenance and operational activities of these entities.  Additionally, the plan is developed to meet the criteria of the Federal Transportation Equity Act of the 21st Century (TEA-21), as supplemented by Florida law.  The plan went through a minor update in June 15, 2007 to bring it into compliance with new provisions of the Safe Accountable Flexible Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU).

 

 Transportation Improvement Program (TIP) for Fiscal Years 2007/08-2011/12
 Transportation Improvement Program (TIP) for FY 2008/09 through FY 2012/13
The TIP lists those highway, aviation, transportation enhancement, transit, transportation disadvantaged program, and intermodal projects that are currently programmed in the Florida Department of Transportation (FDOT) Five-Year Work Program, including the amount and source of funding, the implementation phases for which funds have been allocated (i.e., design, right-of-way acquisition and construction) and the years in which each phase is currently programmed. In order for these projects to be eligible for federal transportation funding, they must appear in this TIP. Projects programmed in Lee County, City of Cape Coral and the City of Sanibel capital improvement programs are also included in the TIP, for information purposes only.

 

 Public Involvement Plan (PIP)
Adopted:  April 18, 1997  Amended:  May 18, 2007
The PIP identifies strategies employed by the MPO to provide complete information, timely public notice and full access to key decisions to the public prior to the adoption or amendment of the plans and programs for which the MPO is responsible. This document supports the early and continuing involvement of the public in the MPO process, as required by federal law. The PIP also includes a regional component that ensures public access and involvement for all joint regional activities, including the development of the joint regional long range transportation plan and the annual regional priority list, within the Lee and Collier County metropolitan areas.

 

 2007 Transportation Project Priorities
Adopted:  August 17, 2007
Each year the MPO updates its transportation project priorities for District-allocated Surface Transportation Program (STP) and state funds, for projects to be funded from a “box” of STP funds reserved by the MPO for bicycle pedestrian improvements on state highways where major road improvements are not planned, for projects to be funded from a “box” of STP funds for low-cost congestion mitigation measures and traffic operations improvements, for transportation enhancement funds (bicycle/pedestrian facilities, landscaping, historic preservation, etc.), for intermodal funds, for transit funds, and for aviation funds. The priorities adopted on August 17, 2007 are being considered for inclusion in FDOT’s Draft Tentative Work Program for Fiscal Years 2008/09 – 2012/13.

 

Lee County MPO Congestion Management Process (CMP)
 2007 Congestion Monitoring Report
This congestion monitoring report details the efforts being undertaken to monitor the existing transportation network throughout Lee County and identify congestion on that network. The report also documents the various programs and projects being undertaken by agencies throughout Lee County that change travel behavior patterns (i.e., travel times, routes, etc.), reduce single-occupant vehicle travel demand, mitigate traffic congestion, and make our existing transportation system more efficient.

 Lee County Five-Year Transit Development Plan
The transit development plan (TDP) is the long-range financial and planning document of Lee County's transit system (LeeTran), and must be consistent with local government comprehensive plans. Transit providers must develop and maintain a TDP in accordance with state statutes in order to remain eligible for state transit block grants. The TDP must be updated annually, and comprehensively updated every third year. A comprehensive update was completed in 2003.

This two-sided 24 by 30 inch fold-out colored map shows existing off the road bike trails and roads with existing bike lanes, bike paths, paved shoulders and wide curb lanes; as well as designated bike routes and unofficial bike routes recommended by local bicycle clubs for recreational and commuter use. A map of the entire county covers most of one side, while the other side has larger-scale maps of the Fort Myers area, south Cape Coral, Fort Myers Beach, and Sanibel. Besides the maps, there are also a digest of Florida bicycling laws, safety tips, information about parks and recreation facilities and other points of interest, and information about bicycle and pedestrian projects built in 2003 and 2004. The map is available for free distribution through local government offices, the Calusa Nature Center and the Visitor and Convention Bureau. Arrangements have been made to distribute copies through local bicycle clubs and shops.
